Humanitarian actors have committed that assistance and protection will be provided solely on the basis of need, without discrimination. The sector is now committed to developing common standards and a coordinated approach for community engagement and participation. This discussion will tackle the critical issue of how to include those most at risk during emergencies, and prevent anyone from being left behind.
